1.1 Applications of support principles
There should be application of various support principles to make sure that the proper care is provided to the clients of homecare service. In case of ABC care home, the principles support the equity in the provision of care; it facilitates various financial choices to the client of any background and universal accessibility. Along with this, the support principles play a significant role in providing the full satisfaction to the client by offering the services supporting their social, cultural, social-economic, ethics, traditions, beliefs, customs background. The support principle validates the use of UK health and social care policy by valuing the different backgrounds and diversities (Moiden, 2003, pp. 100).

In addition to this, these support principles directs the employees of ABC care home how to carry the work in various situations. These principles define the relationship guidelines for employees with the patients or clients in terms of expectation and existing combined feelings. Moreover, these support principles examine the behavior of the employees and nourish their skills. They provide the path to them to work effectively for the organisation and vulnerable adults or people. They bring people together and develop affection between the clients and workers. They provide certain strategies and development of successful environment in the home care to overcome the challenges and shortcomings (Moiden, 2003, pp. 100).
1.2 Procedures Outlines for protecting clients and colleagues from harm
Protecting clients and colleagues from the harm is the most important concern for any home care organisation. In the context of ABC care home, the organisation has also adopted the procedures to protect or defend the colleagues and clients from harm. However, the organisation itself is facing some crisis like financially, lack of medical treatment facilities and psychological difficulties, which are leading to potential harms or abuse associated with the clients and colleagues.
Therefore, it is very essential for the organisation to adopt an effective procedure or safeguarding practices to prevent these harms. There are certain policies that are followed by ABC for the protection of clients from abuse or harm. The policies are strictly followed as directed by National Health Service (NHS). The policies include the prevention of basic human rights, prevention of the confidential information about the clients, many other efforts for empowering the clients. Moreover, many other crucial measures to prevent clients and colleagues from the harms or abuses.
1.3 Benefits of Person-Centred Approach
Providing care to the client is a person-centred approach that is a positive approach and promotes better relation among the workers and the clients or service users. This approach improves the quality of the communication between the clients and workers. It helps in reducing the social isolation of the vulnerable clients. Moreover, it enhances the encouragement of independence in the client. It is also proved to be the most effective way of treating people right (Milne and Dening, 2011, Pp. 23- 45).
This approach provides extra care to the clients that attaches them with the staff or workers and helps them in the emotional balance. Along with this, it supports the shared decision making to the client. This approach also benefits the client’s health and facilities with cost saving and care satisfaction. It provides the sense of security, significance, achievement, belongingness and purpose to life of the client. It provides the confidence of the self identity to the client. Person-centred approach also offers the environment of the supportive communities (Milne and Dening, 2011, Pp. 23- 45).

1.4 Ethical dilemmas and conflict
In the given scenario of Mrs Y in ABC care home, there is an ethical dilemma and conflict concerning with the protection and care of the client. This case is related with the issue of health protection of Mrs Y who refused to use the transit strap while sitting on the wheelchair. However, it is recommended strictly for the protection of the clients to put transit straps at the time of sitting in the chair. According to the staff of ABC care home, the transit straps are mandatory for all the patients and they also value the demands of the clients/patients. In this context, Mrs Y has been told many times to wear the straps but she refused it every time and which caused some injuries to her.

2.1 Implementation of policies, legislation, regulations and codes of practices
The policies and regulations in the health care home play a very crucial roe in order to cooperate with the cultural and financial background of people. The Health and Social Care act plays a very important role in terms of maintaining the policies related to the producer of the health and social care institutions. This can help in maintaining the policies in the ABC care home for the purpose of the accountability of the workers and in maintaining the organisation in a well planned manner. The implementation of the policies, legislation and regulations in the ABC care home help in increasing the efficiency of the employees. The code of conduct is designed for the purpose of supporting the workers of the health care (Scottish Government, 2009). These codes of conduct help the workers of social care department in providing good services to the users.
Including this, a code of conduct is also very essential in terms of protecting the patients and the population from any kind of risk and danger. The code of conduct is quite significant for the heath care workers of ABC. Code of conduct is essential because it contains various statements that are essential in terms of managing the standard of work which is to be done on a daily basis (Scottish Government, 2009). The statements that are mentioned in the code of conduct play a vital roe in terms of maintaining the quality of work.
The codes of practice that are mentioned in the conduct are essential for informing the workers and the service users about various standards that the public and the patients expect from the workers of the social care. These codes of practices play a vital role in the formulation of the policies, practices and legislation (General Social Care Council, 2010).These social care practices also help the workers of ABC care home in planning the strategies and tasks that are associated with the work. The social care workers of the health care are responsible if they do not obey the standards that are mentioned in the codes of conduct. AS per the standards that are mentioned in the code of conduct, the workers are responsible in case if any service that is being delivered to the patient provides harm (General Social Care Council, 2010). The employees of the heath care are required in order to take any decision that is related to the conduct of their workers. The councils are responsible for the registration of the workers who are working in the health care.

2.2 Policies and procedures in accordance with National Policy requirements
The policies and its procedures that are implemented in the ABC care home are effective in terms of delivering great standard of services to its users. The National Framework helps in setting these policies and processes which are designed by the NHS, also help in managing the Health care system in ABC care home. As the individual worker has his policies and procedures but the national policy consists of various requirements that are essential for delivering the positive care to its users (Chapter 1. n.d.). There are various Acts that are formed by the legislation in order to manage the procedure of the policies in the health care departments. Regulation of Care Act 2001 is an Act that has been formulated by the legislation in terms of maintaining the care services.
As per the national policy requirements, the policies can also be able to register the care services and identify those services that are essential for the purpose of development of policies in ABC care home (Chapter 1. n.d.). For the development of policies in the ABC care home, the national policy also consists of the power and duties that are helpful in inspecting and regulating the services that are necessary in order to introduce some changes in case when the standards of the conduct are not met.
2.3 Impact of policy, legislation, regulation, and codes of practice
The policies, legislation and regulations have a great impact on the practices that are followed in the ABC care home. These codes of practices help in protecting the rights of the users, who are taking services from the ABC care home. All these practices that are mentioned in the code of conduct help in building the trust of the users, who are taking services from the ABC care home (General Social Care Council, 2010). These codes of practices are also having a positive impact on the users as these help in protecting the users and help them in any ways in order to keep away from any harm.

These policies, legislation also help the workers of ABC care home in improving the quality of work; the workers are always ready to take the responsibility for enhancing their skills and knowledge (General Social Care Council, 2010). All these policies and practices of code of conduct also help in providing training and development to the workers that help in improving the skills of the social care workers of ABC care home. The policies and the procedures also have a great impact on promoting the workers and in delivering equal opportunities for the workers. These codes of practices mainly emphasise on providing safety to the users. This creates a positive impact on the users of the ABC care home.

3.1 Theories that underpins health and social care practice in ABC Care Home
The theories that are related to the health care departments are essential in terms of providing the support to the care workers in the ABC care home. The general theories of heath care are helpful in explaining various policy reforms. On the basis of the case of ABC health care, it is analysed that the Humanistic health care theory supports the workers of the ABC care home. The humanistic theory mainly focuses on the needs and desires of the users (Gramet, Jacobs, and Sopczyk, 2010). This theory also stresses on designing and implementing the new care services that are helpful in increasing the effectiveness of the ABC health care.
Humanistic theory mainly emphasises on delivering great services to the patients. This theory also focuses on learning the behaviour of the patients. This helps the workers in analysing the needs and desires of the patients (Gramet, Jacobs, and Sopczyk, 2010). This theory is quite effective in terms of maintaining the positive attitude of the workers towards the patients. Including this, social learning theory also supports the workers of ABC care home in order to enhance their effectiveness. This theory mainly relies on learning the behaviour of the patients through the observation. On the basis of learning, the managers are able to deliver the best quality of services to the clients and also help in providing good care to the patients (Straus, Tetroe, and Graham, 2013).

3.2 Analyse the impact of social processes in ABC Care Home
It is examined that the social earning and various other processes made a great effect on the services that are delivered to the users. Through this research, it is depicted that the involvement of users has improved the services that are provided to the patients in ABC care home (Settersten, Jacqueline and Angel, 2011). All these social processes also help in taking care of the users who are taking services from the ABC care home. All these social processes would also help the users of the ABC care home in order to provide the freedom to the service users and save them from any harm. Social processes mainly emphasise on shaping the lives of the service users. The social and health care users are very active in terms of enhancing the working environment of the health care.
3.3 Evaluation of the effectiveness of inter-professional working
The effectiveness of the inter- professional working for ABC Care Home is very important as it provides the relationship bond between the clients and the workers in the process of treatment and decision making. Inter professional working also helps in maintaining the cooperation among the professionals. Through this, the professionals can more easily fulfil the demands of the patients. The Heath and Social care policy also incorporated by the NHS for the purpose of maintaining the working relationships among the workers. Inter-professional working is very effective for the users as it delivers a great level of protection to the clients (DeNisco, and Barker, 2012). In addition to this, Inter-professional working is significant for the purpose of maintaining the health of the patients and keeps them away from every kind of risk and danger.
The sharing of knowledge among the workers through the inter-professional working is effective in terms of designing and implementing the new plans that are helpful in providing great safety to the patients (DeNisco, and Barker, 2012). With the help of the inter-professional working, the individuals are able to share responsibilities and help in resolving all the issues through the collaboration. The effectiveness of inter- professional working for ABC Care Home is quite effective in order to get the required outcomes from the clients (Paul, and Peterson, 2012). Moreover, this would also help in reducing the costs of health care and in achieving great satisfaction from the clients. In addition to this, it is analysed that the inter-professional working is the most effective way in order to attain the great satisfaction of the patients and the service users.

4.1 Role, responsibilities, duties and accountabilities to resolve the shortcomings of ABC Care Home
In the context of responsibilities of home care, it is associated with the care and service to elders and others in their homes that are in need of some care and resources. In case of ABC Care Home and general home care services, the manager will do supervision and management of basic services offered by the home care. It includes monitoring the general housekeeping, meals-on-wheels, and taking care of personal hygiene. In other words, the manager is responsible to fulfil the individual requirements of the client by organising the time schedules and arranging the essential resources for the clients. It is the responsibility of the manager to ensure that the services provided within the medical instructions is adopted regularly with awareness by all the employers and volunteers (Prime Care, 2010). The manager has a responsibility to manage the critical situation related with the clients’ complaints and events that are not considered or that are unforeseen.
It is the duty of the manager to look after the services given to the clients are delivering according to the rules, procedure, legislations and policies provided by the NHS and government regarding healthcare services. It is his/her duty to direct and supervise the resources supplied. Moreover, it is the duty of the manager to search for the person, who needs help, or homecare and facilities. Manager’s job is to manage and ensure about the programs related to the behaviour and conduction of moral values and ethics within the home care. It is the duty of the manager to look after the plans and amend them accordingly related with the physiotherapy, medical treatments and exercise. It is the duty of the managers to take care of the environmental conditions of the home care (Home Care worker, 2005).

In addition to this, he/she should supervise the schedules of the clients related with the appointments and transportation services to the home care clients. Watching the patients’ and clients’ health constantly by monitoring the physical condition, blood pressure, and other conditions are also associated with the duty of the manager. On other hand, manager is also responsible for maintaining the financial records and reports of the clients accurate, current and confidential (National Careers Service, 2012). Furthermore, to recognize the actual needs of the clients continuously, managers should discuss with his family member. It is the duty of the manager to provide the care and equipments according to the needs of the clients in homecare. These all responsibilities and duties will help the manager to resolve the issues related with the failing of ABC care home mentioned by CQC.

4.2 Development and implementation of organisational policy
A manager plays a significant role in the development and implementation of the organisational policies. The organisational policies in the health and social care are important to direct and rectify the shortcomings associated with the health care home. In terms of providing social service and health care related organisation require certain policies that cover the organisational, as well as, practical area in it (BMJ, 2012). The organisational policies assist workers to drive their duties according to the ethical professional code of conduct and to do the activities within the set guidelines by NHS and government. It can be easily be conducted by serving the organisation for providing the best service to the people that need assistance.
As a manager, it is important to direct the organisational policies associated with the protection of vulnerable adults and provide them facilities and help they need. Managers should support the best practice standard in obtaining the resources for the protection of the vulnerable adults or people. Along with this, the manager should defend the rights of his/her clients according to the organisational policies. Managers should also practice to promote the ethical professional conduct as an organisational policy and encourage workers to contribute in the excellence of the organisation (BMJ, 2012).
4.3 Recommendations to develop good practice in the future
In this context, the manager is responsible to set new standards for meeting the requirement of the quality of the service and also enhancing it regularly. The positive attitude in behaviour and thought should be recommended to the manager to manage the day to day work and handle the unusual situation. Some theories are required to conduct the good practice in the organisation to be developed by the manager for the betterment in quality of the services provided to the clients in ABC care home. It is important to encourage workers to follow the organisational policies and work according to the certain guidelines and work ethics. This motivational theory will positively contribute in the service quality of home cares.
There are some other theories related with the motivational theories such as Maslow’s Hierarchy that is associated with the fulfilment of the physiological needs, self actualisation needs, affection and social activity need. Moreover, it is based on safety and security needs, esteem and status needs. On the other hand, the theory of learned need theory, two factor theory, theory of expectancy are included in the theory of motivation to help the organisation to meet the good practice requirement. The tools for employee’s motivation could be various rewards according to the objectives and performance of the employees. Conducting various programs for the training and development of the workers will also be considered to flourish the quality of service (Elsevier Health Sciences, 2013, pp. 200).
